State Digital Opportunity Plan
The Department of Administrative Services (DAS) Commission for Educational Technology has developed “Connecticut: Everyone Connected,” the State Digital Opportunity Plan, which received approval in March 2024. The Commission leads Connecticut's statewide efforts to ensure access to affordable Internet and devices as well as the skills and support to use digital tools in ways that improve residents' lives.

Vision
The State of Connecticut addresses digital opportunity through its statutory definition of “Digital Equity” as “a condition in which all individuals and communities have the information technology capacity needed for participation in society, democracy, and the economy of the state” [CGS § 16-330a(3)]. That is the vision behind this plan, “Connecticut: Everyone Connected,” which defines the resources, challenges, and path forward to making sure all residents can flourish in a society that depends ever more on access to digital tools and the skills to use them.
Federal Funding
The federal Infrastructure Investment and Jobs Act provided funding for the Commission for Educational Technology to design the statewide Digital Opportunity Plan. On May 9, 2025, the Commission received notice that the U.S. Department of Commerce was canceling its $9M award to the Commission to support the implementation of the plan. (The federal Digital Equity Program was officially ended that day, impacting all states and territories.) Regardless of funding, the Commission remains committed to helping all citizens access and use technology effectively.

- National Digital Inclusion Alliance (www.DigitalInclusion.org): Monthly training, toolkits, and best practices to support digital inclusion efforts.
