Fiscal Health Monitoring System
OPM’s Fiscal Health Monitoring System (FHMS) is an online portal that provides an electronic platform for municipalities to file their fiscal information with OPM including key financial data derived from their audited financial statements that can be used to assess a municipality’s financial condition. Municipalities now have a digital mechanism to electronically complete their state filing requirements with OPM’s Office of Finance. The information collected from all 169 municipalities is disseminated on the CT Open Data Portal and used in the annual publication of Municipal Fiscal Indicators (MFI).
Municipalities can access the FHMS Log In with their credentials to complete their annual filings.
Your annual filings include:
- The Appointment of Auditor Notification
- Submission of the Adopted Budget and Summary Data
- Completion of the Annual Financial Data Report
- Submission of the Municipal Spending Cap Budget
- Audit Report Extension Requests (if applicable)
- Single Audit Exemption Notifications (if applicable)
